Ukrainian-Russian relations in the wake of the conflict in the east of Ukraine: political prisoners and Minsk Agreements

On 25 January 2016, during the year-opening session of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg, representatives of the Ukrainian and Russian civil society gathered at an event organized by the Kiev Dialogue and the Open Dialog Foundation, to discuss with the members of the Assembly the situation of Ukrainian political prisoners in Russia and the implementation of the Minsk Agreements.
The central part of the event was the presentation of the joint Open Dialog Foundation and Euromaidan SOS report, entitled “28 hostages of the Kremlin”, which details individual cases of mostly Ukrainian citizens, unlawfully detained by the Russian Federation and currently imprisoned in Russia or on the occupied territories of Crimea.

Huge forum was conducted in Cherkasy for the first time and gathered almost 200 participants from Cherkasy oblast and about 50 NGOs and initiatives.

On a Projects Fair civil activists had an opportunity to show their activities, negotiate about co-operation and engage volunteers. Representatives of international and regional donor organizations told about opportunities that can help to put socially useful ideas into action. Participants invented a lot of ideas for common actions in different spheres of local development – starting from ecology and finishing with social entrepreneurship. This event became common initiative of the “Kyiv dialogue” project, Department of economical development and trade of Cherkasy Regional State Administration and several NGOs (“Moloda Cherkashchyna”, “Promolod”, “Resource Center ANGO”, “Academy of Strategic Researches”, Charity fund “Urojay”).

Transparent expenditure of public money is one of the most important factors of corruption prevention. So, due to initiative of NGOs, public authorities and businessmen the electronic purchase system ProZorro http://prozorro.orgwas created. This system gives an opportunity to make purchases in our state transparent and accessible for any kind of business. All of the purchases that are made in a system can be followed up in a real-time. Due to information that is placed at a web-site http://bi.prozorro.org and updates permanently civil activists have an opportunity to monitor and control purchases that were made or that are conducted right now and react to misuses. To monitor purchases and to know to which part attention is needed representatives of NGOs studied at training, that was managed by the project “Kiev Dialogue”  in Cherkasy. Representatives of Economic development and Trade Department of Cherkasy regional state administration Roman Karmannik and Olga Tolupa taught how to recognize manipulations.

Zwischen Krise und Reformen: Menschenrechte und Justiz in der Ukraine

Die Konferenz behandelte Themen, wie die Menschenrechtslage auf der Krim unter russischer Besatzung, Menschenrechtsmissionen in der Südost-Ukraine, Flüchtlingsproblematik in der Ukraine, Rechte von Minderheiten und Menschenrechte unter Reformen im Justizbereich.

Ziel der Konferenz war es, Empfehlungen zur Verbesserung der Menschenrechtslage in der Ukraine und auf der Krim zu erarbeiten. 

Die 11. Jahreskonferenz der "Kiewer Gespräche" fand in Zusammenarbeit mit der Kharkiv Human Rights Protection Group, der Konrad Adenauer Stiftung, der Heinrich-Böll-Stiftung, der Friedrich Naumann Stiftung für die Freiheit, der International Renaissance Foundation, der Greens/EFA Group im Europäischen Parlament sowie mit freundlicher Unterstützung des Auswärtigen Amts statt.

What reforms are needed in Ukraine to secure its aspirations toward EU Membership?

An Initiative of the UN Secretary General Global Compact in Poland, the Kiev Dialogue and the Open Dialog Foundation

The discussion was centred around three key questions and areas:

* Can new cooperation concepts (such as the Intermarum - Baltic Sea project) be of any help?
* To what extent is the reform experience of Georgia and Moldova compatible with the Ukrainian reality?
* What should be the role and strategy of Poland, the Baltic states and the EU in the long-term cooperation with Ukraine?
